Colleagues laid off out of the blue. How to organize ourselves to demand better conditions moving forward?

So the company I work at laid off 15% of its workforce last week, and now I'm wondering – what can I and my coworkers do to organize ourselves and improve conditions, specially transparency, moving forward? The CEO is parroting the same used line how he's taking the full responsibility, but I don't see him stepping down or announcing any changes regarding his pay. What can we do to protect ourselves?
