Company doesn’t pay out unused vacation time

Hey all. I was just offered a job and am excited to take it. Problem is, my current job just recently reset my PTO (June, my anniversary date) and I have 2 weeks of vacation time that I haven't touched, as well as 2 sick days. I asked my coworker if she knew what the policy was (the handbook just says “vacation is not vested, and a terminated employee will not be paid for vacation not taken”) and she said from what she heard, they don't pay you for it unless you can make some sort of deal with them. I haven't put in my two weeks notice yet. Actually, I signed a little form that says I'm supposed to give them 30 days notice, and that they can take 100 dollars out of my final paycheck for every day I didn't work without notice. I'm not sure what to do. I'd much rather screw them out of proper notice than have them screw me out of 80 hours of vacation time.
