Completing a performance review and confused by these “goal posts”…

I work in a non-profit and support the team through recruiting members to our programs. I’m filling out my annual performance assessment and they’re saying “meets expectations” would be 115% of the goals they laid out for me? What the hell? There are multiple people in my position and we’re split into geographic areas of the state and I work with rural communities, so recruiting is ten times harder and I struggled hard to reach 100% of my goal, but now they’re saying “meets expectations” is above 100%? Our raises depend on these numbers, so I’m not going to be getting the raise, I suppose. I just find this to be a very odd way of evaluating people and goals, especially since this was not shared with us beforehand. Moving goal posts?? 🥅
