Dealing with unclear management expectations

How do you deal with a manger who is asking you to do more with less resources than they have given you? For example, a web developer I know has been working on a project for some time now that is clearly a two man job. But time and again management has been unreasonable when the argument has been made by the developer that he’s needs help on the project. It’s that type of situation where management is only looking at the bottom line and not the overall context of the workers productivity. In my experience management like this is very common in all field : short sighted while claiming to have a larger vision in mind and not willing to actually be objective.
