Do you consider being understaffed a form of mistreatment?

Like the title says, do you consider being understaffed a form of mistreatment? I've been running a solo operation this week at work and am tired and kind of angry. A month into my employment was the first time I had the 'opportunity' to work by myself. It's been happening periodically since then. We've had a period of time where we had a teammate leave, and are waiting for the new replacement hire to start. It seems to me that my manager could care less about leaving me to work alone. My manager took a Friday off recently, only letting me know at the last minute Thursday afternoon he wasn't going to be in so I had to run things by myself that day. Then he went on a work trip, and I've been left to run things by myself all week. At this point I want to call out…

At this point I want to call out because I'm burning out and feel angry for being left alone, but feel guilty about taking a day off. If I call out, then there is no one working in my role at our site. I think I'm being treated unfairly (don't know if you agree) but why do I feel guilty about calling out?

Yes, I understand and believe staffing is a management problem. I'm also starting to think being understaffed is a form of mistreatment. What do you think?
