Doing onboarding for a new job. Apparently “establishing close friendships in the workplace is inappropriate”

I’m starting a new job and I’m in the process of doing online onboarding where it asks you a whole bunch of quiz questions. One of the examples was that two coworkers had become friends and were planning on taking a trip together. This was deemed inappropriate and against policy. I know some workplaces prohibit dating coworkers, but you can’t even be friends? What the fuck does it matter what two people do together off the clock? I don’t go to work to make friends, but it’s the only place I see people so if I happen to make friends with someone I guess that’s not allowed. Talk about a toxic work environment
