Employee handbook ‘discourages’ talk of pay and states it should be discussed with managers. Is this legal?

I recently took a new job and in the employee handbook it states ‘discussing wage/ pay amongst employees is discouraged. Pay and wages should be discussed with management.’ Is this legal? There’s no threat or punishment listed in the handbook for discussing pay, but even listing that creeps me out.
