Employer changed delivery mileage compensation without notice. Is this legal?

For some context, I live in Washington State and work as a delivery driver for a major pizza chain. We used to be compensated at 2.00 per delivery, which got changed to 40 cents per mile, which was then reduced to 30 cents per mile at some point. Anyone happen to know if this is legal? Obviously it’s a violation of the law to change wages without telling, but I’m having a very hard time figuring out if changing mileage reimbursement without notice is legal.
