Employer is gonna make us be on call on our Sundays off

We’re all scheduled to go to work every other sunday. One group that makes up about half of our area goes in to work and the other has the day off. It had been a thing that our manager sometimes (mostly days in which there’d be a lot of work or they’d be shorthanded) asked someone to volunteer to come in on a sunday they have off, and most of the time no one would volunteer lol, which pissed her off. And so, a month ago we had a meeting and they said they’d select someone from each group every fortnight to be on call that Sunday they have if not outright told the day before that they have to come in. The parameters she mentioned for the on-call thing was that we’d have to be available from 7AM-8:30AM to take a call to come in case they need us…

So whoever they select is unable to decline the request to come in on their day off and we’d receive no compensation for that hour and a half we have to be available.

Can they really make use of our off time like that without compensation, and if not how could i go about communicating it to them?
We’re all hourly employees in FL
