Employer is taking too much in federal taxes

I'm in WA State and my employer is taking 10% more off of my paycheck than they should be and putting it under the federal categories for tax rates. I double-checked with the IRS website when making calculations. When I asked the company for a tax breakdown and to be put in contact with either the finance office or someone who handles payroll, they sent me to an administrative assistant who claimed she could help me with all my questions, wouldn't send me to anybody else, and just gave me my W-4 and said to go to the IRS. At this point, I'm unsure how to proceed. Do I need to go to the department of labor and industries for my state to file a complaint, or is this more an IRS issue?
