Employer keeps raising Commission targets right before pay out date for the previous months so I don’t get/get lower payout

This is in Canada. This has been an ongoing issues for few months. My manager will set out a target for me at the start of the month, and by the end of the month I'm either right at the target or have exceeded it by a significant amount and payouts are uncapped so if you attain like 114% of your target then that is what you will be payed out. We get paid commissions in the following month and right before the day we get our stubs, they always send out an email detailing how we did and what our payout will be and I'm finding I'm always either falling short or just barely meeting the cut off point of the payout because they ended up raising the targets but don't tell us until the last minute. So for august, I was sitting at around 140% of my target, here I am thinking I'll get a nice payout and then bam, the payout email comes out and It says I only hit 80% of my payout because they raised the target by over 40%.

My manager's reasoning for this is because since we handle different roles with sales being our primary role, targets can change depending on how much time was spent in that specific role during the month. In the last week of August I was primarily just doing my main sales job, as opposed to handling service issues etc. But that's just 1 week and the fact that we find this out literally the day before we get paid out seems extremely sketch to me.
