Employer wants me to come in 45 minutes early to sign papers and to transfer me to the workplace by work bus

So my workplace has asked me to come in 45 minutes prior to shift start in order to complete an assessment and to transfer me to the job site by work bus. They must pay me for this 45 minutes right?
