Falsifying Timecard

Question: Manager removed 8 hours that I already worked from my timecard before immediately sending to HR and no plan to tell me. This decreased me from 88 to 80hrs. Managers gaslighting and manipulation has me confused and I’m wondering if this should be reported to the department of labor in Oregon. Manager claims I will now be paid for 89 hours as they supposedly told payroll to add 4.5 hours of overtime to the incorrect 80 hours, wouldn’t my actual 88 hrs worked mean more overtime and more pay? It all seemed so shady and has left me confused as far as next steps to take. • I have my original timecard saved as well as the one what was submitted

Backstory: I brought concerns up to a “manager” of our tiny office of 6 staff regarding the hostile work environment I was experiencing since returning from ADA leave due to back surgery. Said manager is also responsible for reviewing our time cards and letting us know if they are good to submit. Not 24 hours after I brought up those concerns, I sent her my timecard for review. Without any communication with me (call logs and email as proof as she claims otherwise), she directed the only admin person (who is her friend of 10+ years)to remove 8 honest and verifiable hours off of my timecard and then submitted it to pay roll. I only noticed this occurred when I went into the program to click submit and saw it was already done, with an 8 hour difference ( I submitted 88, it was changed to 80). Most significantly, my 14 hour day working at a site I was sent to with my supervisor, hours away ,was changed to 8.5). Not a word was said to me regarding this until 6 hours after they submitted it to payroll and I reached out to Admin to ask who is responsible for the edits and submitting in which she stated “ I made adjustments per (manager) this morning…I also just added 4.5 hours of OT the week ending 8/12…Payroll caught that”. I said nothing and not 5 minutes later manager texts and mysteriously wants to talk about my timesheet but ignores my calls and texts until yesterday afternoon. During that talk she justified that with the 4.5 hours of over time I will actually be getting paid for 89 hours, but there was no mention or input of overtime on my time card at the time of submission.

Let it be known that we were already expected to work multiple hours a week for free from day 1 due to budget concerns with multibillion dollar companies, so me billing 88 hours was even less than what I deserved. I honestly don’t believe any additional hours would’ve been added if I didn’t notice the hour reduction and reached out.I don’t know much of anything about pay roll, hence why I’m here. Thanks in advance for any input and guidance.
