forced to leave early because everyone took their legally allotted breaks

Not sure what to think or if I can do anything about this but my partner turned up 15 minutes early from work last night stating that their manager said “since everyone took their 15 minutes breaks we've lost 45 minutes and have to clock out early.” My partner was told by another manager that they are REQUIRED to work at least 4 hours each shift and that did not happen yesterday as they were all forced to clock out 15 minutes early. Is this wage theft or illegal or do we have just have to deal with someone who only gets like 20 hours a week losing one of those hours being forced to clock out early?? Sorry if this isn't the right place to post. I'm angry, I'm confused and I thought y'all might have some answers.
