Forcing Company Provided Internet??

My fiances company is trying to force her (and every other employee) to use an internet service that will be provided by the company (basically their own ISP). Is this even legal? Especially if another person(s) uses the same internet for their own job and they both use it for their personal lives? It seems to me that they just want to be able to track every single thing someone does on the internet, including when they aren't even on the clock. Let alone they could try and piggyback my connection to see what I'm doing for my job. I don't even see them succeeding in this not because of employee push back but I highly doubt they'll get city approval let alone approval from whatever ISP currently has a monopoly over that area to use their lines.
