Former essential worker managers: regular schedules question.

Is there a legitimate reason that a large number of folks employed by retail, restaurants, etc, choose not to give their employees regular scheduled. I have two young adult children with adhd and they would be so helped by having regular schedules. One even lost a job this week (they have a three tarried, you’re out policy) because they did something with his schedule they had never done before. My former partner has worked a similar job for 15 yrs and had to fight to get a regular schedule. Is there a legitimate reason that this doesn’t work for them or is this simply the power play of employers wanting to maintain control over your off time so you always have availability?
