Going after a Manager

Not my situation but I don't want to offer them bad advice. Worker at a small private practice gets yelled at called a liar (receipts were offered) gets bullied, (maybe even harassed?) Comments were made about attire being too tight (Currently losing weight) until they broke down and quit on the spot. This department manager has issues with multiple employees, accusing one of stealing with no proof. Berates employees in front of everyone including non employees. Owner and facility manager don't do anything, they never back them but never interfere either. I'm torn at what advice to give, I don't know whether to tell them to look at an employment/labor lawyer, should they go after just hostile work environment manager? I know they're not going to want to go after the employer/owner. Could they just go after the department manager? If they do should they give the owner a heads…

I know they're not going to want to go after the employer/owner. Could they just go after the department manager? If they do should they give the owner a heads up? Is there any verbiage that they can use that'll urge the owner to deal with the AH manager?
