Got “promoted” at work yet vastly underpaid

I’ve been at this small company over four years. About a year ago we were acquired by a larger company. Long story short, new management took a look at our department’s workloads and processes and promised “market rate” raises and promotions to align with our duties. Ok great. I received a promotion and title change to manager level in April but the raise was not even close to “market rate.” I even asked for more at the time and the HR boogeyman said no. It’s about $20k short. The same company I work for is posting new openings at my level with pay range transparency and I know what I should be making.
