Has anyone ever heard of an employer keeping your final commission check?

I got hired for a job a few months ago, and didn't even make it through the onboarding before taking a new position. I think I dodged a bullet, but here's the situation. ​ I've been in sales for 12 years. Most inside sales jobs offer a base pay (hourly or salary) + commission. ​ In all of my experience, If you leave the company, or are terminated you are paid your hours worked up to that point and whatever commission you earned. At this particular company it was disclosed that all commission checks are paid on the 5th for the month previous. Meaning if you work all January earning commission, the commission check is paid on Febuary 5th. I couldn't help but reply “I have never heard any company ever doing that before, is that even legal?”

He said “tons of companies do that”

I have never heard that kind of bullshit in my life, but maybe I'm wrong. I left and took another position but is that normal anywhere?
