Have to get a labor attorney involved

I'm in a new position at work. Same public agency for 6.5 years but a new position under new management. I was told I could use my PTO whenever as it has been accrued for 6.5 years. I have a documented disability and I use most of my PTO for doctors appointments. I schedule the appointments later in the day so I only have to take a few hours off here and there. All my time off requests were approved, in writing, by my direct supervisor. For 9 months after starting this position I'm on probation and they're supposed to do a monthly probation review. The first 2 months they completely forgot. I told her and went and got FMLA for it. Month 4 rolls around and the same thing: management comes down on me for using excessive PTO and a bunch of other BS that hadn't been addressed earlier. I emailed HR asking who I could talk to about this and they emailed me back to talk to the manager and CC'd her on it. I just called a labor attorney because idk what else to do? I have to see my doctors but I don't think I should have to quit my job to be able to do that? I'm also angry HR just CC'd the manager on it without asking any questions? So confused! I don't want to leave my agency but I can't work for people like this.
