Haven’t gotten a raise in 2 years, boss now won’t even tell me what my anticipated raise is?

Long story short, I’ve been with this company 3 years. My responsibilities have gone from data entry to full blown content development while still maintaining my other responsibilities. I was recently “promoted in title” but was told due to company performance, that I can’t get a raise, but they have an idea of what the raise was. I then asked my boss “okay, and what would the compensation adjustment be when I do get one” and they got very quiet and weird and said they “weren’t at liberty to say that” That’s crazy, right? Like that isn’t out of line for me to ask? I’m thinking of doubling down and asking if it would at least match market value for my position and then just kinda being flat out “why are we being weird about this?” Because I feel like at the very least, you can spitball what the comp…
