How common is mandatory make-up work?

For context, my boyfriend and I are in California and he works at a law firm. This is his first full-time job and I only work part-time (at full-time hours lol) so I’m not aware if this is a common requirement. My boyfriend just got an email from HR telling everyone that they are required to be working 8 hour shifts each day. If they do not come in or leave early, they will be required to either use PTO or make up the time missed at another point in the week. They do not get paid overtime for these hours even though it means they will most likely have to work over 8 hours each day or come in on the weekends. At my job, if you don’t come in you just don’t get paid for that time and no one minds as long as you catch up on work. Is this not normal? I understand jobs can require you to use PTO but do they not have options for going unpaid if you are sick longer than your PTO allows?
