How do I address this issue with my employer, without burning bridges & losing money?

I don't wanna go too much into details, but even if I do this post will have to become way too long. So I'll keep it as short as possible. My employer(in 3rd world country) is arranging to extend my expired working permit documents for me. He's paying lots money for it. The documents will be ready mid February and he expects me to fly over there right after that. Meanwhile, in the conversation he mentioned that if some things don't improve at our work, the upper management is going to close the operation down by the end of the month. To be honest with you, they are not improving. (Due to his ignorance, but that's a whole another story). Now the thing is, if I travel over there, I have to rent myself an apartment. Which will cost me at least $3000 for the first payment. Considering the fact…

Now the thing is, if I travel over there, I have to rent myself an apartment. Which will cost me at least $3000 for the first payment. Considering the fact that if I go there mid February, with the probability of work closing down in 2 weeks after that – just means I will waste $3000 for rent and will have to return back.

All this makes me uncomfortable, but also a bit weird saying no to going, because he is working a lot to extend my work permit documents, that I mentioned above.

How do I address this issue?
