How do I convince my friend he doesn’t have to go into work?

My friend is a salaried, underpaid, low level manager at a 24/7 company. He manages a team that responds to emergency events within the company campus. His team is very small because everyone is quitting. His team works four shifts, and a few shifts now have only one person on them because of staffing shortage. Our company froze hiring a little while back and reopened for this teams critical roles. His team on average probably makes $20-24 an hour. These people also tend to call out a few hours before their shift, especially now during winter when a lot of people are getting sick. Every time people call out, leaving a shift uncovered, my low level manager friend thinks he needs to go in and cover. It doesn’t matter if he has plans with family, friends, or if it’s 7pm on a Saturday, he goes in. This has been happening…

How do I convince him that he should stop bending over backwards and being on call for a company that a.) doesn’t pay him enough, b.) didn’t put this in any kind of contract, and c.) set him up for being understaffed/uncovered when they froze hiring, and isn’t pushing to hire new people?
