How do I request an internal interview for a management position?

I’ve worked at this retail store for 10 months and since my very first day my manager has talked about how her position is mine. Going so far to say “when you’re manager” many times. Now I’m not an idiot I didn’t expect it to be handed to me nor for it to be easy. It is the only opportunity for growth I’ve ever had so it is important to me. Especially considering my wage would go up by 300% while the work would almost be the same. Three months ago we hired another person in same position as me and our manager immediately started telling her that the manager position is hers. My manager is not professional nor communicative so I haven’t received any feedback positive or negative. She obviously just personally favors this new person over me. Three months ago we hired another person in same position as me and our manager immediately started telling her that the manager position is hers. My manager is not professional nor communicative so I haven’t received any feedback positive or negative. She obviously just personally favors this new person over me. We realized quickly we wouldn’t be friends outside of work and have nothing in common so she essentially ceased all communication w me unless it was very important. The direct fighter in me wants to say something, but that doesn’t seem to work well in passive aggressive PDX so I’m not sure how to navigate this.

How do I phrase the email to higher ups asking for an interview opportunity? Do I even bother mentioning my managers behavior? Or would that be fruitless considering she’s leaving regardless? From what I’m seeing/hearing my coworker is going to be given the job under my nose even though I’ve been here for 10 months versus her 3. Do I make sure all communication is in writing at this point?
