How do I retaliate (ethically) to a boss that’s been ignoring my well-deserved raise request

I'm past due for my appraisal and every time I bring this up with him, he gives some excuse that he'll discuss it with certain person in budgeting/finance team and let me know. It's been over 8 months now. I don't want to stop working or be unproductive or unprofessional but I really need his attention to this matter. Any suggestions on what I should be doing?
