How/Is this legal?

The company I work for had a meeting with employees about how compensation would work in 2023. We were told that all hourly employees not capped out(the cap is allegedly based on a market review) could receive a base pay increase and if we were were capped out you would receive a monthly bonus based on your seniority in your position. I would follow up with my supervisor at least once a month on if they had determined my cap or if I’d be getting the bonus and was told each time that “someone’s looking into it”. This went on for nearly 6 months. When i heard some of the employees had started receiving their raises I threatened to go to HR in order to get the information. The next day I was told I already make over what the market review stated due to past seniority raises so I’d be receiving nothing. I am not eligible for the bonus either because I was promoted years back and the bonuses are only for entry level positions.

I know entry level positions are capped at an amount that I make less then, so I don’t understand how if I am an hourly employee in a promoted position how I could be capped at a lower pay. Even when I asked what my positions cap was, I was told they didn’t have that information on hand, but I could always demote myself to make more money or leave the company.
