How much should I pay for a living wage?

Two of my friends and I are about to start the production of 18 track homes. We are mostly going to use sub contractors but we will be hiring some no skill required laborers for simple work (like painting/ planting shrubs/ picking up trash) in the inland empire of California. I was thinking 25 an hour? Is this livable? Post script: My family and my boyfriend's family rent all our properties out for about 55 percent of what average market price is so we don't hit a certain tax bracket. Plus we only had 2 late payments on all of our homes during covid. We can afford to do this because we own all our properties outright and don't have mortgages. We get steady income. I'm convincing my partners that if we pay our employees enough, they'll put in more work and stay with us for 15+ years. I was also thinking about paying for their contracting licenses after 4 years. So then we wouldn't have to outsource other subcontractors for our projects and our subcontractors can still work for other people if they please.
