How should I ask my work for a raise?

TL;DR: I haven't gotten a raise in 2 years and my certification is about to expire. I don't want to renew my certification unless I get a raise. How do I tell them this? So I've been a pharmacy tech for 4 years now. When I started I was making 14.50. 4 years later and I'm making 17 an hour. Sounds good but with inflation and everything going up I'm spending more than I was four years ago. Well the past two years at the annual performance review I've been told comments like “you're a great worker” ” we have no complaints” “we enjoy having you”. And then it's instantly followed by “but you don't qualify for a raise because you were late more than 5 times in a 6 month period.” Understandable I guess but it's happened two years in a row now. Understandable I guess but it's happened two years in a row now. My pay has only raised 70 cents in 2 years because they gave cost of living raises to everyone. I got an email two days ago from my manager asking me to renew my certification for the year.

Well yesterday they informed me that once again I'm not eligible for a raise. So I decided I'm not gonna renew my certification unless they give me a raise.

How should I tell them this? I was just gonna send them an email saying that I can't justify renewing my certification when I'm making less than new hires. I figured I'd reach out to you guys.
