HR refuses to write down concerns/complaints

I work in a warehouse in California and I recently started addressing issues with management and the lack of pay for the work that they have me doing. I went to my HR department to speak about these issues with her and to make things worse only managers have a badge that allows you to enter the hr department (already a bad sign). Every other warehouse I've worked at has had easy access to the HR department. It took me about 10 min to finally enter the office space (I had to wait for someone to exit the office space). Once I entered the HR department the person sitting there was waiting to enter a meeting and wanted me to address my issue even though she start complaining she was about to enter a meeting and said she doesn't have time to address my concerns. It took me about 10 min to finally enter the office space (I had to wait for someone to exit the office space). Once I entered the HR department the person sitting there was waiting to enter a meeting and wanted me to address my issue even though she start complaining she was about to enter a meeting and said she doesn't have time to address my concerns. She told me to come back 2 hours later. When I came back she refused to document it and instead called my supervisor who I didn't even know was my supervisor a.d started telling him my concerns. She said she did t want to get involved or report it because she wanted to give the warehouse an opportunity to fix the situation. I've already spoken to many “managers” about my concerns which were never addressed! Which is why I went the HR route! I felt uncomfortable being put on the apot like that and I'm mad she didn't document it. She doesn't seem to be doing her job right. She's hardly there in person. Is there something I can do regarding her refusal to get involved? Isn't that her job? Isn't there a alway that might suggest what she is doing is illegal? It seems illegal. Any suggestions would help!
