HR saying more than they should?

I'm applying for a license, and had to fill out an employment verification form and give it to a company I worked for a year and a half ago. HR employee 1 wrote that I had a write up documented in the company, and I know HR is only supposed to confirm dates you worked and that you actually worked there. The license auditor asked about it, and I had to give a statement. When I called the company HR to make sure my recollection of the write up was correct, HR employee 2 was very concerned for how the auditor knew about the write up, and I told her about the employment verification form. My question is, is what they did illegal?
