I know a failure to plan on their part is not my problem but I still feel guilty

I work in a type of counseling. My old supervisor retired a year ago. My new supervisor has no experience, degrees, or certifications. There's 2 people in my department (there used to be 4 but that's a separate issue). I had an interview with the state last month and I'm still waiting to hear back. My other department member has an interview Tuesday. Of course we don't know the results yet, but they both seem pretty positive. The problem is… we're one of three with a specific certification. If all three of us leave, the agency will be out of compliance and owe LOTS of money back. When my supervisor tried to guilt trip me into telling him about interviews several months back, I did say that he should just get certified just in case.
