I was hired for a senior individual contributor job, and now I’m doing a completely different job and training others. They won’t make me a manager.

Has anyone else experienced this? I was hired at my company to do a job, and now they have me not only doing a different job in the wake of someone who left, but I’m now on my second trainee. It’s been 6 months of having to do a job I wasn’t hired for (1.5 years at the company), and every attempt I have made to become a manager has been backburnered. I currently report to a VP, who does not “get into the weeds” for this role I’ve been subbing in for, so I’ve had to do so and report out. They call what I’ve been doing “just keeping the lights on” despite high performance. I’m afraid to push my manager, because I don’t know if what they’re doing is illegal in any way. But it sure does feel bad.
