If I talk to HR about COBRA (meaning I’m thinking of quitting), can they report this to management?

I am considering quitting my job. Due to some specific circumstances, I would need to get some short term insurance through COBRA. (Can't use the gov't marketplace to get the benefits I'd get from using my current employer provided health insurance – trust me on this). So I'd have to talk to HR to figure out what my out of pocket cost for continuing with my current company provided insurance would be. I'm worried that once I let that out of the bag, HR will go straight to management and tell them I'm asking about COBRA, effectively informing mgt that I'm going to quit (though, honestly, I'm not sure I'll be quitting yet). So… can I get this information directly from the insurance company? Or are there regulations, such as HIPPA, that prevent HR from disclosing my questions to management? Since I am not certain I'll be quitting, but if…

I hate my job as it is stressful and causes me anxiety, insomnia, depression, loss of self-worth (no chance of learning any new technologies, etc.). I just finished a series of projects that took 10 years, but should have taken no more than three, as client is incompetent and gives me incorrect information or info that is outdated (DID I MENTION 10 YEARS OF DOING THE SAME SHIT OVER AND OVER DUE TO THIS??!!) I develop some software stuff using off the shelf software that gets updated every three years which causes me to have to fix stuff that these new versions break. There are 2 dozen projects affected so far. They want more projects now which will add to the pile needing updates, etc.

So, I need help regarding my original question: If I talk to HR about COBRA (meaning I'm thinking of quitting), can they report this to management?
