If you are in HR, why? Do you still believe you can help the average person?

My girlfriend is a social worker and loves to help people. However the school she teaches at doesn’t allow kids to drink water or use the restroom which is against her license. When she reports it she is told “that’s just how it is”… I tell her to tell the news or the parents instead. Every job i’ve encountered the HR just tows the company line and violates state and national law. Almost no regard for humanity after fatal family trauma, but they have the audacity to cuss me out for not wanting to donate a % of my minimum wage paycheck to charity. At some point do they tell you to just do whatever the company wants? Or is that just implied over time. Do people going into these careers have internal problems like they just need some mandated authority to tell them what to do? (like the military)…
