Is a blaming boss a thing?

Or is it a toxic boss? I’ve been at x company for 3 years. Last year they moved me, without asking, to this large project. Every since then, this upper manager became directly involved, constantly hounding me, trying to change the department as if were robots (we are software engineers). What is worse is he is constantly looking for people to blame on any problems, micromanaging team leads and other managers. Basically, no one likes him, but I’m a huge target and can’t stand him. It’s bad enough, I’ve started carrying an undated resignation letter. Any suggestions? HR? Report him to his manager? Company is about 20k employees. My first 2 years without him was great.
