Is asking someone to wear gloves discrimination?

I work at an ice cream parlor, we generally don’t wear gloves as we just use a napkin to hold the cone as we fill it. I saw one of my work friends (the only non white person in staff) putting on gloves as he walked in. I asked him if he was going to make cones but he said that customers ask him to wear gloves while he works, and the owners “asked” him to wear them so people would stop asking. It’s a very elderly town so the customers acting like that is horrible but not surprising, but how can the owners back it up? Is there something I can do to stop this?
