Is it “against OSHA” to allow employees to turn off their office lights?

Being told that the insanely bright florescents in our office that we've kept off for years have to be turned and kept on to comply with OSHA… Apparently because the room doesn't have a window, we can't keep our lights off? I see in OSHA 1915.82(a)(1) it states that “the employer shall ensure the each work area and walkway is adequately lighted”. But, the choice is provided.. we just want to have them off.
