Is it common for workplaces not to comply with OSHA noise level regulations?

I’m not 100% certain, but I feel like they didn’t at my last job. It wasn’t a sustained level of dangerously loud noise, but multiple times I experience acute loud noise exposure, mostly from power tools, that caused inner ear discomfort and temporary hearing loss. They didn’t provide hearing protection and forbid the use of personal headphones at any time. I started covertly putting in my noise canceling earbuds anyway
