Is it condescending to say “if could do that, that’d be great, thanks!” in a professional work environment?

(This is email communication)? female coworker has a confusing way of asking for things. The way she gives directions seems as if it’s her active brain thinking. For example, she will say things like: “and now that I think of this.” She doesn’t pick up on what things are already in place. She doesn’t respond to the same email threads. Ive asked her to fix things nicely, but it’s still happening.
