Is it smarter to mass apply to jobs, or tailor your resume to each different position?

I basically apply to every job I'm qualified for with the same resume, and same skills. But I feel like I would have more of a chance, if I took my time and tailored my skills section, job descriptions to closer match the job I'm applying for. But truly I have no idea. I don't know how employers find the right candidate. In my mind, being the first, or among the first to apply gives me a better shot. But I've also heard that employers use resume filters to find the right candidate. I need a new approach, because I'm tired of getting rejection letters.
