is it worth it to file a department of labor complaint for this?

I work at an icecream shop, a bit over state min wage + tips. The owner sent out a message today that if someone ends up paying with someone else's card, the employee on the register will have to pay whatever the amount is back. AFAIK its very much illegal. As of now, this policy has never actually been exercised. But it is a nice job, and I have heard that I can file a complaint anonymously. Would it be worth it, or would the potential retaliation either from the anonymity failing or group retailiation make it a bad thing overall?
