Is studying while at work time stolen?

My goal is to develop myself a lot in programming studies and others such as sql that would be very important for my career in the company. I'm WFH, I could do something to get my status online on teams, but something tells me it's unethical and I'm straying into paid hours to work. Of course, doing this would only be possible in times of downtime at work. Am I naive to think that way? using tools such as leaving a PowerPoint presentation makes me a little uncomfortable to the point of preferring to do this development part on the weekend.My current work is analytical, but I only use excel practically. I have a datacamp subscription that I wanted to use, but it is blocked at work and for that I would have to use my personal computer, which is also on my desk.
