If “Over” time starts at 40 hours, and “Part” time can go up to 39.5 hours, that means “Full” time is only half an hour?

Random thought I had reading through comments on a post here. Someone was scheduled for 39.5 hours as a “part time” employee so the company could avoid giving benefits. It just pissed me off because I find it ridiculous that the hours can be one paid lunch break away from being “full time” but one extra minute over that 40 hours is considered over time.
