is this legal? I’m in the US (VA)

I was asked to come in to train at Domino's for my first day. They said they didn't have my information in the system yet so I couldn't clock in. I was told they would make up for it and I would still be paid by them adding hours onto my paycheck at a later time. The whole experience was really bad. The manager who said he would be there to help me was not. No one else there knew what I was supposed to be doing. The team lead walked out in the middle of helping me with a training exercise on the computer and said she would be back, then never came back. At one point someone told me to just play on my phone because I had been sitting there for around 20 minutes while phone calls were made trying to figure out what i'm supposed to…

I ended up being given the wrong online training course to complete. No one introduced themself. It was a disaster.

I found another job and won't be returning there. How can I still get paid for that time they required me to come in? It's not my fault they didn't have my info in the system yet. I assumed that was done already and I could clock in upon arrival. Maybe I was just screwed over, but I didn't know what to do and I still don't. I expected things to be professional. Please help.
