I’ve been promoted to GM but the ex-GM is in control of payroll and onboarding

I haven’t been able to get in contact with the owner since I accepted the position about a week ago. My first day as GM is tomorrow, and I don’t know if the former GM is technically still employed with us. His two weeks ended but now all of the sudden he’s still got two weeks left and is in charge of the transition – according to him. He was still my boss today, but tomorrow I take his position and I’m not sure if he actually works for the company or not. 🤷‍️ The owner doesn’t know how to access payroll, so this is quite an interesting situation to say the least. To get paid, an ex employee needs to run payroll. Fucking wild. I’m not sure how a place even ends up like this
