Job shorted partners check $1500

So my partner recently left his restaurant management position to go to a different restaurant. His quality of life at the old place was absolutely terrible and the new place will offer more flexibility. He had explained multiple times before leaving what his issues were and was always told they would be fixed, and they never were so he left. He gave a proper notice and everything. They have now shorted his last check almost $1500 because he “didn’t actually accrue enough time” to go on the vacation that we went on over a month ago. He was told when he was hired that the job came with two weeks paid vacation, and nothing was ever stated to him about time limits or anything of that nature. He was also there for a full year so I’m not sure how they can be claiming he didn’t accrue enough time. I…
