Making a retirement party mandatory

I understand making a holiday party mandatory. We even have summer parties/quarterly events that are mandatory. They are considered “social events” for the office. Celebrating us as a whole. But making a retirement party for one person mandatory? What’s more, this person was considered in a management position. Would you find this unethical?
