Management is implementing a new work request system and we are in a lull. Are we screwed?

I work for an research company and I’m part of a support group. We just got a new work request system that will help our business group get more requests in since our group has grown significantly but the issue is that our development cycles are extremely cyclical due to nature of our business. At the moment we are in a lull and I’m finding myself having to do maintenance tasks for our workspace (actually needed). I am worried that upper management will bean count our work with this new system and start determining that we’re not necessary despite us actually keeping busy. I spend a lot of time developing trainings that we have needed for a while and implementing inventory systems.
