Management is trying to base a raise I earned on how long I plan to stay.

I’m very underpaid and my direct management wants to provide proper wages but there’s nothing they can do. They don’t have a say in the matter. I earned a certificate which means I’m supposed to get a raise, which the GM acknowledged recently. HR asked me shortly after about a rumored move to another town and asks if I plan to stay. Doesn’t matter if I’ve moved or not. I’m still employed at this business. I have no other reason to go anywhere soon, but why should my move be a factor in how much little they offer as a raise? I earned it. Don’t play games with me. Simply leaving is not an option right now; I really enjoy the people I work with and am supervised by. I Am HuMbLy aSkInG foR YoUr sUpPoRT.
